A surge in construction of upscale hotels at winter resorts is running contrary to the general economic slowdown in the hospitality industry. In the snow-sports states of Utah, Colorado, California and in western Canada, eight luxury properties will open for the 2009-10 season. Another five will be completed for 2010-11.
